NATURE OF STEEL IMPORT MONITORING SYSTEM (SIMS)

SIMS is a licensing program applicable to steel importers. The Government felt the need to introduce a licensing program which would enable the maintenance of a statistical database recording of all the steel imports entering into the country.

Accordingly, SIMS was introduced with effect from 1st November 2019 through Notification no.17/2015-2020 dated 5th September 2019.

Any company importing steel items covered by the licensing programme must get a licence for those imports. This licence is available to importers, importing agencies, and brokers.

Iron and non-alloy steel cast ingots and semi-finished stainless steel goods, as well as ferrous products obtained from iron ore reduction and other iron-based items Rails, rack-rails, switchblades, crossing-frogs, point rods, sleepers and crossties, fishplates, chairs including chair wedges, plates and base-plates, rail-clips and bedplates, ties, and other material specially deployed for the purpose of jointing or mending rails are examples of railway and tramway track construction material made of iron or steel.

SIMS is a fully electronic procedure. Details have to be updated by the assessee in the website of the Directorate General of Foreign Trade (DGFT). The relevant information should be registered with the SIMS whenever a shipment of steel is imported. There is no need for sending any physical documents.

DOCUMENTS REQUIRED FOR SIMS REGISTRATION

To register for SIMS Importer has to submit the following documents along with the application:

  1. Digital Photograph (3x3cms) of the Proprietor.
  2. Copy of PAN card of the Proprietor.
  3. IEC Code.
  4. Cancelled Cheque.
  5. In case of Partnership firm- Copy of Partnership Deed.
  6. Certificate of incorporation.

FAQs ON SIMS REGISTRATION

Q1. What does SIMS stand for?

SIMS is a Steel Importing Monitoring System instituted by the Ministry of Commerce and Industry, Government of India to provide advance information.

Q2. Who is required to fill out the license?

Any business importing steel products covered under the licensing program is required to create a license for concerned imports. Importers, importing agents, or brokers, may apply for this license.

Q3. When is apply?

Importer can apply for online registration not earlier than 60th days and later than 15th days before expected date of arrival of import consignment/import into India.

Q4. How long is the license valid for?

Automatic Registration Number granted shall be valid for a period of 75 days.

Q5. What is the application fee?

A registration fee of Rs 1 per thousand subject to a minimum of Rs.500/- and a maximum of Rs 1 Lakh on aggregate CIF value of imports will need to be paid through electronic mode in the online system for each import registration.
