NATURE OF REGISTRATION LEGAL METROLOGY PACKAGED COMMODITIES (LMPC)
A Legal Metrology Packaged Commodities (LMPC) Certificate is required by every person who plans to imports pre-packaged goods or commodities for distribution or sale in India.
According to the Legal Metrology Department of India is that department, and it provides the said oversight by issuing LMPC Certificate. LMPC full form is the Legal Metrology Packaged Commodities – then act that governs the certification process.
On the other hand, importers must register with the Director at the Centre if they’re engaged in selling in more than one state. The same is also applicable for local manufacturers who sell their products in multiple states.
The person must apply for registration within 90 days from the date of commencement of import.
ELIGIBILITY CRITERIA FOR IMPORTER LMPC LICENCE IN INDIA
Declarations an importer has to make before importing goods into India.
Declarations are followings:
- Name and address of the manufacturer.
- Certificate of GST registration
- IEC Code.
- Name and address of the importer.
- Common name of the commodity.
- Net quantity of the product.
- Maximum Retail Price of the product.
- Month and year in which the product was manufactured.
- Name, address, telephone no., email address of the person sorting any customer related query.
However, the following LMPC rule does not apply to the following cases where:
- Commodities with a net weight or measure of 10 grams or 10 millilitres or less
- The packages of commodities weighing more than 25kg or 25 litres.
- Packaged commodities meant for industrial consumers or institutional consumers.
- Cements and fertilizers sold in bags above 50kg.
- Packages containing fast food items packed by a restaurant or hotel
- Packages containing formulations covered by the Drugs (Price Control) Order, 1995

- LMPC certificate online application: LMPC registration online is impossible as no such steps exist on LMPC’s official website. The offline steps are as follows:
- Get the application for Importer License from the LMPC
- Fill out the application form
- Attach the required documents
- Submit the application to the LMPC along with the LMPC certificate cost
- Get the license

After the importer has filed the declaration, he obtains an LMPC certificate or the Importer Registration certificate. They can show that certificate to the clearance authorities at the ports to get the product (s) imported.
